Hello,
The optimum temperature for the CPU Intel Pentium4 3 20 GHz When using the Internet and some flash site temperature reaches to 70 C / 158 F Is it dangerous?

The temp should be between 45c to 68c, 70c is pretty high, I would examine and clean the cpu heatsink if is blocked, if that does not help then I would reseat the heatsink and also apply heatsink compound.

That CPU was notorious for heat issues and one of the main reasons Intel moved away from netburst architecture and high clock single core CPU's. The P4 Prescott required a bit of extra cooling. That temperature is not unusual for that chip without an additional cooling solution.

It is high, did u ever cleaned the fan? If not, get a can of compressed air, get your PC outside, and blow the dust out of the fan area and the case.
