First build No Boot, No Beep. Whats the culprit?

Well I finished my first build.
MoBo:MSI P67A-G43 (B3)
CPU: i5 2500k
GPU: EVGA gtx 460 SC 1GB
Ram: G.Skill Ripjaws 16GB (2x8GB)
HDD: Seagate Baracuda 7200 750GB
PSU: RAIDMAX HYBRID 2 RX-630SS 630W

I put everything together and I am using DVI for connecting my monitor. I start it up and everything runs. Fans all run on all components (cpu, gpu, case). Monitor says "No Signal". No bios beep codes, there are 4 LED's on the board above the cpu that stay lit. I don't have an OS installed yet. Shouldn't make a difference. I don't get the BIOS screen.
I know it isn't my monitor because i have another monitor that I Know works and said the same thing.

I've tried..

taking out the board and hooking it up outside the case.

Re-seating ram and gpu

re-seating cpu and reapplying thermal paste.

switching the places where the ram sits(from blue slots to black slots)

clearing cmos (moving the jumper for 30 seconds) and removing cmos battery

still nothing.

everything is brand new. except the HDD. which shouldn't matter.

the recommended amperage on the 12v rail on the gpu is 24 and my psu only has 22A on the 12v rail. I ordered another one with 12v/50A coming soon to see if that fixes it but I am not sure if that is the reason for no video.
