Dead PSU or just hooked up wrong?

I just built the $400 build here http://www.squidoo.com/electronicandmore#module147727575 , i chose the rose will challenger case and the same ram just 8gb. Well i "powered" it on absolutely nothing happened, no beeps, light, fans, noises, nothing, i checked the switch to!
I used the paper clip test and the PSU worked, so is it the motherboard? or did i not hook something up? only 2 or 3 plugs unhooked but that's because there is nowhere to put them!
also for my other PC i got a hard drive how in the world do i get it to work? i hooked it up right but its not working, i heard you have to change bios settings but i cant get to bios!

umm nope he couldnt come, umm dont know what to do, the psu passed the paper clip test but not working..so the mother board might be bad but how do i tell...

Take everything out of the case and do an external build. If it works then you have a short when you mount it in the case.
