Is my CPU slowing my Video card Bottleneck?

I have a intel pentium 4 2.8 dual core 1mb cache
Nvidia gt 545
2 gigs of ddr2
350 watt power supply
Anyways seems like when I play WoW that I get poor frame rates. The video card should be fine for wow I'm just not sure if my CPU is keeping it from performing at its best.

Yes your CPU is most likely holding you back.

Reason I asked was that in the task manager the threads are usually below 50% and have never capped out during game play. Not sure. I guess it could be the video card i mean it is a 70 watt gpu lol.
