If i am connecting from a person in another apartment building across the street is the ip address going to be different than mine. I am using a wireless router on my laptop computer.

Yes, you will be using the other person's IP address. However, in the event of fraud or criminal activity, your computer will be traced; no question about that.

Thank you for your answer. I am not trying to pick up their connection on purpose i have my own internet access. I just see that when i have my wireless usb router in my laptop and can see other peoples connections and i notice one being one of my neighbors last names.

If the network (or the router) is unsecured, anyone within the signal area can connect to your network; and vice versa.
