Serious display issue

I don't know if this is a graphics related or just an all over problem.
I turn on my wifes' PC which is a Dell Dimension 4500 with an AGP Nvidia GeForce FX5200 256mb gfx card 1 gig of system memory and a 2.4ghz P4.
This is what happens.

this is a pic of me running a diagnostics on the pc but it gets worse as windows loads up. I've already upgraded the driver with no go.

Do you have a spare monitor? It must be either the monitor, the cable, or the video card.

The monitor is quite old.The video card on the other hand is only about 4-5 years old. I'll try a new monitor.

Only try it out if you have spare one! Don't buy new one, because video card failures are FAR more common than monitor ones, but monitor ones are way easier to detect

Checked the monitor and that wasn't the problem. Swapped the video card out for an old nvidia geforce 4 64mb PCI card and works fine now.
