imo the 6750 with gddr5 is better than gts 450 gddr3. a 6770 with 1 gb gddr5 will be even better if you can afford it. for gaming at 720p, make sure you have a good cpu as games might shift some load on to the cpu.

What is the specs of your system as it is now? A gts 450 can game at decent settings at this ress but barely. Even old 4:3 ress on ancient crt monitors can make these cards bog down depending on the game.

Yes a GTS 450 will do just fine. I was able to game at 720P high settings using a GTS 250.

Good cpu, much better than what most have now days. You can use more ram and dual channel enables a nice little boost in every day to day apps. The psu is on the low side but better than generic. The drive will bottleneck things but most people will hardly ever figure that out.

GTS450/GTX550Ti as they are around 109-120w stock.
6770 or a 6850 because they are cheap and use around the same amount of power as the Nvidia cards.

I would go for the 6750 but you won't be able to run Cuda or Physx, beyond that the 6750 is a good card for most now days.

nvidia's drivers are usually better. nvidia puts a lot of dough in driver dev. but amd isn't far behind. but they do tend to royally screw up from time to time. however, 6750 should have better drivers than 2 gen old gts 450. the 6770 is more efficient. may be the oc gts 450 can get close to a 6770. i know that gts 450's replacement - the 550 ti performs head to head with 5770 (6770 before rebadging) at stock speed. the 450 will have advantages in nvidia-favored games like batman arkham asylum (with physx enabled).
the new 7000 series cards are coming out in q1 next year, with amd's 7970 launching in january... 7670 will most likely launch in march-ish. you could get by using a lower end card/igp and try your luck with the newer cards. imo any one of the new cards should be a good upgrade from gts 450/6750/6770.

I think you will like the 7770 when it comes out. 896 shaders and pretty good build quality from I have been able to tell.

See if the new line of gpu comes out. I know it's going to be more expensive but they will bring you better performance.

with the new line of gfx cards launching at that time, prices might go down.
you might even find some deals for 6770. it's too early to tell.
wait for the new cards to come out. or get a 6750/6770.
