I have an old P4 system and would like to get it working again. I have 2 CPU options and would like to know which one is better. The first is a 3.0ghz/1Mb cache and the second is 3.5ghz/512. Which one should I use? The system will be used for watching videos on VLC/youtube and surfing the web.

Yes, go with the faster clock speed. The prescott p4's with 1 meg cache weren't faster, just ran hotter. The 512 cache northwoods ran just as fast in most applications and had fewer heat issues.
I would use the 3.5 512 as it should be a little faster and run cooler. Use a pci-e slot on your motherboard if possible; the cpu that is a socket 775 would be preferred over socket 478 but that may not be an option. 775 boards have the pci-e slot for newer video cards.
