Computer display pixelated

Hi,
so i went to turn on my computer this morning and the display is very pixelated and unreadable. Does this look the graphics card needs to be replaced?or is something else causing this? pics and specs are below:

I was about to try another cable but no i am just getting a black screen. When it was actually displaying it would never actually make it to windows. It would just keep rebooting so i guess it must be the graphics card.

I am going to go pick up a new one tomorow and see if that fixes it. If anyone has any recommendations for a good card thatd be great too. Id be willing to spend upt to $300. I think i might need a better psu too if i want to get a much better card.

i've seen this before.. had a girlfriend, who built her own pc, she forgot to screw in the spacers for the mainboard from the case. but she also experienced alot of crashes.
after the redoing of the mainboard, everything worked out fine.

Chances are the graphics card is kaput. he never said/experienced any other crashes.
