Help with 6870 and system

What should fix me? I just upgraded my GPU to a SAPPHIRE AMD Radeon HD 6870 1GB GDDR5 PCIE

My Specs:
Biostar N68S+ Motherboard - GeForce 7025, Socket AM2+
AMD Phenom X4 9600B 2.3GHz
2 x Corsair 2048MB PC6400 DDR2
Thermaltake 600W PS

Kind of a budget system I built a bit ago. Had a GTS 250 in there and was getting decent FPS in games but decided to upgrade trying for the Ultra graphics. Threw the 6870 in and it got worse. Assuming I'm bottlenecking. If I'm on a budget should a faster Phenom II X4 fix me? This is also my first Radeon so not sure if there are any settings I should look into. I do have the latest driver for the card. Im getting like 15 - 25 in SWTOR on High settings @ 1920 x 1080.

I asked a similar question about this earlier and thank those that gave opinions but I guess now I'm looking for advice on what to upgrade. Or at least confirmation that it is probably my CPU killin the card. The motherboard supports Phenom II.

I have a 6950 2gb and was running the game on high at 4800x900 with 30+ fps on a core i3-530 overclocked to 3.9ghz (8gb ram).
I moved the card to an older machine (not by choice) with an Athlon X2 5000+ and I get 10-25 fps at 1280x800 on high. (4gb ram). I even overclocked the Athlon to 3.1ghz for good measure, but to no avail.
It'd say CPU and RAM are your bottlenecks.
