PSU turns off when nothing on my mobo

I have this PSU which is never supposed to be fanless (always spins a little it seems from the reviews).

I am troubleshooting my computer right now (which wont power on) and this new PSU (above) powers on for a second, then turns off if I have nothing attached to my mobo.
My old PSU stayed on (Antec Neo 560 W), could it be that my new PSU has a short circuit protection? and turns itself off?

Or do most PSUs just power off when they have no load?

huh, ok since you're being very nice and helping. i do get a power on LED (mobo to case LED) when my cpu is attached, and my drive activity led flashes every 5s or so if i attach my harddrive (mobo to case light)

but no beeps :(

EDIT: and i get no video output with my video card no onboard (tried 3 video cards, so i decided thats not the problem)
