Hi guys,
I am planning to get a graphics card for gaming. I chose 2 cards....GTS 250 and Radeon 5670. Which is good one? My monitor resolution is 1400 X 900.
And Directx 11 graphics card is necessary for future gaming?

My specs are...
Core i3, 1TB HDD, 2 X 2GB RAM, and 450W SMPS.
 
If you are playing DX 11 games, definitely go with the Radeon 5670. If you don't and you like CUDA, PhysX definitely go with the GTS 250. If you like lower power consumption go with the 5670, if you like better driver support go with the gts 250. Personally I will go with the 5670/6670 because it's newer then GTS 250. If I have the money for Nvidia you can get GTS 450 for a better performance.

I had a sapphire 5670 for the longest time. I swear I got it on launch day two years ago. Just a warning with regard to it and the GF 250, they won't play most games with decent setting at 1400x900. Many games I had to run at 1280x720 and still couldn't turn on all the eye candy.

My suggestion would be to save just a tad more and look at the 6770 or 6790. The first starts right at $80 and the other can be had as low as $120. Both will stay in your power envelope with that i3 and you will be a little more future proof. Also, most 6770 and 6790's are crossfire capable so you can hook up two if your motherboard supports it and you upgrade the powersupply to 650 watts of greater.

Avoid GeForce GTS250 its not a good card for todays games and consumes a lot of power for what it offers. If possible go with the Radeon HD 6770 if not, go with Radeon HD 6670. If you go with the Radeon 6770 ensure your PSU is a good one. I don't know whats the make of that 450W PSU of yours. Ensure the PSU have at least one PCI-E power plug to power the Radeon HD 6770.
