  1. AMD hands down. There have been a couple of comparisons. Even better would be the 5670 or the 6670 if you can afford them. They are only $15 to $20 more expensive and support more decoding quality settings. DVD upconversion looks unreal with the right settings. It isn't high def but I would call the result high def-ish.

However, if you are on a budget, either of the cards you selected will decode 1080p.
  2. Yea, I would spend $20 more on the 6670, awesome value card
  3. for video playback, the 6450 is better than the geforce gt 520. radeons consistently score higher in hqv benchmarks (hd video processing) than nvidia.
    just saying:
you could also look into a llano a6/a8 apu + a75/a55 mobo if you're building an htpc.
6670 1 gb gddr5 is a much better card - it's the most powerful card that does not require an extra pcie connector.
  4. Honestly, the GT520 is pretty lame in terms of graphics cards. It is probably the worst "display" based card out there.

Depending on what you want to do, I would highly recommend the Radeon 5670 or 6670. They are cheap and powerful; what more could you want?

Even the 5570 or the 6570 would be better, yet if its between those 2 and those 2 only, the 6450 is the best of the two.
