If a cpu is hot does it mean it works

i have narrowed down my computer problem to my motherboard or processor. so if my cpu is hot does that mean its runing and i should rma the motherboard?

If your CPU isn't DOA, it's going to get hot regardless. How hot it is doesn't have any bearing on whether it works or not.

Nope, it is hot means that processor is getting some voltage, but it still doesnt prove what is faulty.
How have you narrowed down it to motherboard or the processor. What is is the original problem?(the problem might be that you forgot to press the on button for all we know)

IF you have manufacturers guarantee, and these component aren't functioning properly than i would suggest you return these component and ask for new component or cash-back.
