The second card will leave 1/4" of space between the card and the psu. Is that bad?

Should be fine,
you will need to keep an eye on temps and consider adjusting the cases overall airflow though

A new 200mm side fan should take care of that overall airflow.

I hope thats the case
sometimes side fans actually disrupt things though, not improve them so its a case of install, monitor, and assess whether its improved things, if not remove and see how that copes,
its all fun hehe
