Which is better His HD 6670 1GB DDR5 or Sapphire HD 6670 1GB DDR3 ?

No, Drivers doesn't come from neither HIS nor Sapphire. It's from amd.com. So drivers will be the same.

The DDR5 will make a big difference at higher resolutions or when Anti-Aliasing is turned on.

the image quality between amd and nvidia is minimal and you won't be able to tell while playing. and those aren't brands, they are the card designers. They design their chip and ship them to the branded suppliers which equip them with heatsinks and then they are sold.

the quality between the brands is based on reliability and customer service.

the card is going to be quite on the low end for future games, you'd probably want more if you plan on playing future games are decent performance.

all depends on your budget to buy a new card. also needs to make sure your cpu won't bottleneck and your psu can handle it.

i know my intex 450w psu can handle maximum only upto hd 6670

i dont have budget for my psu

my cpu is e5700 i dont want to upgrade anything till 1 year

can you suggest me maximum ati gpu that intex 450w can handle being stable

I'd say you can get a 6770 and enjoy a bit more performance than the 6670 and you don't have to worry about your cpu.

i have intex 450w with 20a on +12v and 2 free 4 pin molex connectors

will hd 6770 be stable when i use these 2 4 pin molex connector with 6 pin cable that comes with gpu
