It's in an idle state. When your processor isn't doing anything it clocks down, in your case 1.2ghz, but when you do something such as render a video it will bump back up to 2.3ghz.

Try doing something CPU intensive and check your speed with CPU-Z.

the clock speed is shown in my windows properties as 1.2 ghz

yes & it shows clock speed at 1155.5
