Rig A: Core2Dou E4300 & GTX 670
Rig B: i5-3750K & GT 610

Oh! sorry!
I mean something like this one.

Rig A: intel core i7 (the fastest core i7 that intel has made)
and nvidia 8400gs.

Rig B: THE FASTEST NVIDIA GPU THAT NVIDIA HAS MADE. Lets say GTX 690 quad sli and pentium 3 (The super low shitty processor in the whole wide stinkin universe)

I think its more important to have a balanced system so it can actually be useful on a wide variety of conditions applications games encoding and so on and so forth. In both cases your going to be bottle necking your build.
