Power supply help! expert guidance needed

Hello! I just built a computer from scratch recently and I've had problems where the monitor would remain black if I plug in the pci-e cable from the power supply to the graphics card. if i don't plug the cable the monitor stays on and everything is fine but when i plug in the pci-e cable the computer runs as usual but the monitor stays black and doesn't detect anything. What seems to be the problem? maybe the power supply? please help~

Where is your monitor cable plugged into? The video port on the motherboard's back I/O panel or to a video port on the graphics card?
