CPU Running 90% slower that supposed to

Hello, it took me about 10 minutes to navigate to this page because one of my processor's cores is running at 239 Mhz, when it's supposed to run at 2000 Mhz. This has happened in the past before, but I just waited a couple hours and then it ran fine again, hopefully it will do the same again, but I want to know what's causing this. Any suggestions on what to do?

Would over heating slow the cpu down or just shut it down?

@ Op, sorry, just a screenshot of CPU-Z running, that displays your FSB/freq etc, not a 50 page document, as that explains the SPECS, I want the current STATE

Cpu's don't always work at 2000 mhz, that's just the top speed it will go to, if you didn't know. But, 239 is too low. Your cpu seems to have a huge problem. Maybe a motherboard problem too, overheating may be a factor.
