Blank screen

Hello,
My old hard drive went out and put a new blank hard drive in...upon start up, it goes past the Dell screen, then to a blank black screen with a cursor at top left...i the new operating system I want to install on the blank hard drive is Windows 7...I was to tap F12 upon start up but once I get into the F12 options, I don't know where to go...the Windows 7 disk doesn't start cuz of the blank screen...Dell Inspiron E1505 (6400)

You need to boot from the Win 7 disk. To do that you may need to change the boot order in the options, so that it boots from the DVD drive.
