Yup, 2nd and 3rd gen i3's can be OC'd. They're stuck at their stock frequencies forever :( 

I think a 4GHz e8400 can very well tie with a stock core i3-2100 :)  AES encryption maybe an exception! btw i run a e8400 at stock, its still plenty fast for me :D

i upgraded from a E8400 oc'd @ 3.8 and the i3-2120 @3.4 is faster in everything that i do. depending on the motherboard, you can oc an i3 through the Bclk. not more than 3-4% though.

I strongly advice against fiddling with the BCLK, that unnoticeable 3% may end up screwing some other peripheral devices :D
