Cpu flashes on goes off instantly

i have built this pc about 3 months ago. its working till a week ago when I heard some sound like fan is touching side of the frame and then there was smell. I swiched the pc off for time. next time its was ok for couple of days but now as i turn power supply on the front cpu light flashes and thats it, nothing else. i tried holding the on button for 10 -15 secs but result was same.

Probably bad PSU. The smell was probably the fan going out.

Or it could be a CPU fan but I doubt it.
