Why does this liquid cooled GPU still have a fan?

This card has a closed loop cooling system yet in the pictures I still see a fan. WTF?

EDIT: I am not talking about the fan on the radiator, I am talking about the one on the GPU board.

Yup, looks like it to me. Take a look at the image gallery and notice that it doesn't really utilized a full reference replacement water block. It instead uses something similar to a smaller CPU water loop with a nice contact base.
