If there are fan screw holes on the opposite side of the radiator, all you have to do is screw in a second fan. The Noctua NF-F12, I believe it's called, is a great fan to add. You can just add the fan connector to any of the open fan connectors on the motherboard, but, depending on the mobo, you may not be able to control the speeds.

Also, the most popular way to arrange fans is in a push-pull configuration. So basically the fan on the inside of the case is pulling the hot air out, while the fan on the outside is pushing cool air in. The sides of the fans should have arrows that will let you know which way the air will be distributed.

Must be a typo. The inside fan is pushing air out of the case through the radiator.
The Outside fan will help pull more air through the radiator and exaust it to the room.
Two fans facing each other and blowing on the radiator would be a "Tractor Pull" to see which fan wins. This is not good for CPU.
Plug the outside fan anywhere if you don't want to control speed. Your choices will depend on the type connector it has and your case/PSU connectors and your MB connectors.
MB usually has 3 pin or 4 pin fan connectors available. PSU may only have molex. Some fans come with molex. Case fans sometimes take more connectors in a male female type plug. If you do want to control speed get a fan with a connector that matches what is available on your MB or wire your own connector. A two wire fan is not made to be speed controlled. Get 3 wire for 4 wire for PWM (Pulse Width Mod.) to let MB determine it's speed.
