PSU and CPU

I just bought a New GTX 550 ti and a Corsair GS500 PSU.
When i connected the psu to the motherboard, harddisk, DVD writer, Graphics card and tried to switch on the pc.
The Fans on the PSU, Graphics card and the processor keeps switching on and off in an orderly manner repetitively.
and the CPU doesnt power up.
When i used my old PSU it works fine.
