GPU/Display problems! Please help!

(Originally Win Vista Home Premium OEM 32 bit)
Currently running Windows 7 Professional 32 bit
Intel Core 2 Duo E4500 2.20 GHz
2 GB RAM
Nvidia GeForce 8300 GS
Samsung HD321KJ ATA Drive (320 GB)

I am having resolution problems, tech support told me its a software problem with the graphics card driver
The screen gets blotchy with yellow/blue/gray and icons get oversized, sleep/hibernate and changing resolution is not possible and aero will not work
I have tried disabling and re-installing the drivers, nothing works, please help!
The pictures below will clearly explain what is wrong, please look at all of them

this is what my computer unfortunately looks like most of the time i boot up and try to use it:

After constantly restarting, it usually looks like this (note however the resolution is still 800x600 and cant be changed and no aero):

it also will not let me put the computer to sleep or hibernate

also, VERY rarely, it will boot completely as it used to (1024x768) however, windows aero is still not enabled, i still cannot change resolution, and sleep/hibernate still are not possible

the monitor itself works fine when i tested it with my bros laptop so i dont think the monitor is the problem
guys at dell and windows tech support told me it was "due to a corrupt driver"
