192.168.9.0 subnet mask 255.255.255.0 has 256 IP addresses (0-255) however two of those addresses are reserved. 0 and 255 are not able to be used by a network device, 0 refers to the network itself, and 255 is the broadcast address that sends the packet to every computer on the network. SO there are 253 usable IP addresses in that network.

The subnet mask 255.255.255.0 is also referred to in modern IP addressing as a /24 network, and the two notations are analogous.
