I saw quite a few posts about this before, so I'm sorry to beat around the bush. I've read 4ryanbush's Cooling Fan Roundup and that was pretty helpful. I also saw NInjaSmoke's post about fans and my question is pretty similar to his/hers.
I have two rigs: one for my parents, one for me.
Family Rig:
Antec 300 case
9600 GT GPU
Phenom II X2 550 BE (unlocked)
Stock CPU cooler
My (modest gaming) Rig:
Antec 300 case
6870 GPU
Phenom II X2 555 BE (unlocked)
Cooler Master Hyper 212+
Right now, the family rig has both the stock fans for the Antec 300 (140mm up top, 120mm behind), and one side panel fan which is this one:

For the family rig, I'd like to make things a little cooler since the GPU runs around 54-55 degrees C most of the time (used to be 61 degrees C, but that was before I applied Arctic Silver 5). I'm looking for a good side panel fan (no LED) and a good front bezel fan (blue LED). I might keep the cooler master for the front bezel, but any new suggestions would be great too!
For my personal rig, I'm looking for a new blue LED fan for the front bezel as well (although if I replace the blue LED on the family rig, I'll just shift taht old Cooler Master to the personal rig). I was going to replace the stock fan on the Hyper 212+ but it looks like it might be the Blade Master, which came highly recommended from 4ryan6. If it is, I'll keep it. If not, does anyone have suggestions for a replacement? The stock fan is currently paired with an Antec Tri-cool fan.

I'm just looking for the best way to keep both rigs as silent as possible and as cool as possible. The gaming rig can be a little louder, but I think the family wants a quiet PC. It's currently pretty darn quiet, but not as cool as I'd like it. I'm open to suggestions; pricing is kind of an issue for me . As long as the fans are quiet and push good enough air to keep my components cool, I'll be happy!
