How does 3G systems perform address resolution (like ARP) ..

Dear all,

I am just wondering how the 3G systems (such as the SGSN) perform address
resolution (something like the ARP on the Ethernet) for the IP devices?
E.g. how do they map the IP address for a particular device to its hardware
address? Or how do they map the IP address to a particular air interface
connected to the appropriate device? Do RLC and PDCP come into the picture
at all? If so, how do they do that? Any pointers to the appropriate
documents??
