Earlier this week, when I booted my system, the POST beep indicated that there was a video adapter malfunction (Sapphire HD 6870). I recently got a new video card while waiting for the RMA process to occur and when I boot up with the new card (EVGA GT 520) the only thing that happens is I get a "_" on the top part of the screen and a 98 on the bottom of the screen. Definitely need some help on this.

Any help would be appreciated.

I think we all need a little more info then that.
CPU?
MOBO?
RAM?
PSU?
HDD?
All these things could be responsible for your problem so we need to know what they are before we can help you. My guess is it'll end up not being your GPU. :)

Blargh, sorry! Put it in my other post but for some reason I neglected to do it here.

Mobo:MSI P67A-C43 (B3) LGA 1155 Intel P67
CPU: I5-2500K
GPU:SAPPHIRE 100314-3L Radeon HD 6870 1GB
RAM: 2x G.SKILL Sniper 4GB (Tried using only one, made no difference)
PSU: OCZ Fatal1ty 550W Modular Power Supply
HDD: WD Black Caviar 1 TB SATA

The other video cards tried were an ancient Geforce 7800GTX, a Radeon 3000 series (We couldn't remember what it was). All the three other cards booted (no POST beep indicating a video adapter issue) but froze at the "_" and "98" screen.

At this point I'm just trying to figure out what is salvageable. God I hope the cpu is >.>
