the gtx 480 has similar performance with a gtx 570 with about 70 dollar price difference. its downside is that it heat curve and power consumption curve is high when you start to overclock it.
if you want the best gaming perfomance for your money, you might be good to go down to a i5 2400 or 2310 and buy a 7850. The more gpu you have generally the better performance.
If you're looking for the best raw performance at that cost take a look at the GTX 480 http://www.newegg.com/Product/Product.aspx?Item=N82E16814130759. Otherwise if you're looking for some cooler and that consumes less power the HD 7850 is a good choice.
if your buying it today. than this 6950 is a moderate choice. if not the 480 is as far as maximizing cost to performance. the only thing is, I hope you aren't running these cards with the 460w cooler master psu in your sig.

I am getting a 500 watt corsair 80 plus certified psu will I need a 600 watt for the 480

Cooling will not be a problem I have alot of fans and really good air flow...but is the 480, new psu and my system below a capable high end gaming machine
