I have 2 WD 200gb drives, just gonna use those for storage.

Cooling: CORSAIR CWCH60 Hydro Series H60 High Performance Liquid CPU Cooler

Drives: ASUS DRW-24B1ST/BLK/B/AS Black SATA 24X DVD Burner - Bulk - OEM

I've managed to budget this to 1200$, thats the best possible GPU i can get.

I need opinions, improvements, etc.

I've spent quite a bit of time putting this together, so just wondering if theres anything missing.

The h60 is really not that great of a cooler for liquid cooling. A good Air cooler will give you good if not better temps then the H60. For a bit more you can get a

This outcools everything but good custom loops.

If you want something more budget friendly you can get a Hyper 212

but if you can get that noctua, you will love the overclocking headroom with it.

Only thing with that cooler is that you need a low profile ram set but they are the same price as yours.

ya, first - you said 'Yes' to overclocking - so you need to get the 'K' unlocked version:
