6950 crossfire failing

My mates rig is running 2 x 1gb 6950's gigabyte windforce ones factory clocked to 870mhz. He's got the latest 11.12 drivers with the latest cap download yet when he runs battlefield 3 it was fairly choppy so i had him check in gpu-z and his second card is idling the entire time, but as far as we can tell crossfire is enabled and should be working.

try this:
1-uninstall ccc and profiles from control panel,shut down
2-remove second card,restart.
3- install latest ccc AND profiles,shut down.
4-install second card,start and recheck

Other things to try:
1. Try running with the 12.1a preview drivers (quick google search to find)
2. Swap the positions of the cards (this worked for me in the past, no idea why but it can't hurt)
