My friends computer wont boot

Hi.
I am right now helping my friend install a GPU over webcam.

He have installed the GPU in the mobo and connected the pci express connectors, but
when he turn on the computer no fans start to "fan" and no display on the monitor.
we tried taking out 1 pci cable and the fans turned on, but no display.

His old GPU still worked.

New gpu: gainward gtx 560 non ti
old gpu: 240 from nvidia.

im am not aware of his other specs because of his lack of knowledge when it comes to computer hardware.

do anyone have any ideas on how to fix this?

Need PC specs. Power supply brand and model especially. When you say PCIe connectors you mean from the power supply?

To find out the other specs he can open up his case for one and see the name of it. Just the name of the PSU and a number like 650 or 500 or whatever will help to
