CPU not slowing down?

My intel i5 2550K is idling at 50C. It never used to run at that in idle. I downloaded CPU-Z to check and the speed is at 3.8 MHz (I bumped up the multiplier by .4 and turned off turbo boost). I remember a while ago the cpu would stay around 1.6 ghz while idling and it would stay around 34C. But now its just staying at max?? My cpu gadget says it is using 0-1% at idle, but it seems like it's using more?
Does anyone know why this might be? Or have a solution?

    The only things I can think of is that SpeedStep is disabled, or it's set to the High Performance power plan in Windows.
  2. I did set the power plan to high performance. Does it always max the cpu?
