I'm going to clean My heatsink, ONLY cleaning off dust, not cleaning thermal compound, do I have to put a new coat on if I'm just cleaning off the dust?

More about : apply thermal compound

No if you wont remove the heat sink from the cpu. And by that i mean using a can of air to clean the fins while its still attached to the brackets and has not been removed from the cpu/ lost contact.

And yes encase you are removing the heat sink completely as in taking it out of the case to clean it and put it back in and tighten it with the brackets yes you do.
