IRQ Registry

After installing an IE sp, my system went a little nuts. A dial-up adapter was added to my system even though I have a network card, no modem. I removed this from the device mngr. Unfortunatly, my (soundcard device)Turtle Beach soundblaster emul got trampled. Device mngr list IRQ5 is being used by unknown device, BUT System Tools => Sytem Information list IRQ5 as free. HUH ?
???? Should I just uninstall Network card and soundcard???
Any chance I could edit the registry since I am certain windows is just simple holding onto this IRQ in error.

SYSTEM INFO:
WIN98_SE, IE5.5 SP2, NETWORK CARD - TCP/IP - CABLE MODEM,BINDINGS = CLIENT FOR NETWORKS, MS FAMILY LOGON, TURTLE BEACH MONTEGO SC(WORKING IN GENERAL), MULTIPLE USERS

Despite many people reported they enjoyed the latest IE, I've got a bunch of disasters on one of my machines (something like "Do you wanna report your problem to MS? %F$^#@ ".
So, I used the uninstall feature, and everything returned back to perfect.
