Is AMD Phenom II X3 720 BE unlocked 4th core bottleneckin my GTX 560Ti

I think that you are about even with that processor with maybe only a VERY small bottleneck. The 4th core being unlocked will probably matter less in games than a good overclock though.

In the first place, I do not think there will be a bottleneck. I got an unlocked PII 720BE driving 2x6950 2GB video cards across 3 screens at 5760x1080. Even at stock 2.8GHz clock I do not experience any slow down at any point in Crysis 2. FPS at 45-60 which I believe is more a bottleneck on the 2x6950 so as soon as I got a bigger power supply I am going to overclock them big time to boost the FPS. (too sissy to unlock to 6970). :D
