My i5-3570k is constantly on max speed for no reason?

I just built my first PC about 3 weeks ago and for the first weeks the CPU (i5-3570k) ran at slower speeds, about 1600mhz when i was just surfing the web or something, and would get up to 3600-3800 during gaming. Now, when i power up my PC to when i power down, its always at 3700-3800mhz and i didnt change anything?! how can i get it back so im not constantly stressing out the CPU. when i go to the task manager, it says that my CPU usage is still lke 1% or 0%
