Do I need thermal paste if it's already pre-applied on the cooler?

Will I need to put thermal paste on my CPU if my cooler already has some pre-applied, or do I have to apply some paste even if the cooler has some?
I'm pretty new to building PCs and just wanted to sure and safe of what I am doing.
