Disabled Cores Question

The answer to this question is probably a negative, but I'm hopeful.

Maximum PC says: "Nvidia’s latest GPU, the GTX 560 Ti 448 is really a GTX 580...with two functional blocks disabled, reducing its CUDA Core count from 512 to 448."

Is there any way to enable these functional blocks, just for curiosity's sake?

If so, would the drivers still work and would here be any way to fix that if not?
