yes but, its too much unless you plan to crossfire later on, in which case you don't have enough connectors. 12V amps is most important, and that has enough.

however it is a 700W, with only a peak of 700, normal max power is 600W, so why not call it a 600W. I'd stay away personally.

it's theoretically enough, but i'd be really suspicious, as why call as 600 a 700 when its not. What else are they hiding.
