Verizon Fios Download Speeds

So I am by no means network savvy but I am hoping there is a solution to my so called problem. Basically when I run speedtest on my computer I get anywhere from 10-20mbs yet when I am say downloading a game from steam it only shows it downloading at like 3.7mbs. I have been using wireless since building my computer and have had about 2.5mbs but just recently decided to try running my cable out the window to speed up downloads of larger files like games. Yet I only get 3.7mbs. Does this sound normal or should I contact my provider. Any help is greatly appreciated.

steam is throttling (limiting the speed which you can download) your download so they can offer and even amount of bandwidth to all downloads.
