Is the driver installed, that is the obvious question. A quick way to check is to go to start>right click on computer>select properties>device manager>display If there is an mark here the driver is not installed. If the driver is installed and its still doing reinstall the driver, if it does not go away after that, swap out the card for another and see if it goes away. If it does. The card is bad. Thoughts?

What is your power supply? What are your system specs? What OS are you running? We need a lot more information to help you out.

Drivers like captjack pointed out could be the culprit. Install a driver cleaner and run it then (re)install them.

What do you mean when you say lags? Are you playing games and getting a low framerate? Are you getting lag while simply on the desktop?
