System Usage from Most to Least Important: Ability for multiple computers, consoles and TV's to be able to access Movies, Music and Photo's from the server.

Additional Comments: I know i'd need decent cooling. Maybe quiet fans? Also, I'd need at least 4TB+ of Hard Drive space.

You seem to be asking for two different things. A media streaming server is easy enough, but then connecting multiple TVs gets a bit trickier... unless they have a separate device installed that will accept such streams. Or they have that capability built in.

Now, you can run HDMI cables quite a ways, and an HDMI switch with remote should make multiple TVs practical.

I have even seen apps for Android and iPod that will allow you to control your media PC from anywhere.

If you are just needing a media provider, that's fairly easy. Adding any sort of serious gaming would be pricier.
