Application not found error message vista

Hello,

cannot turn off my windows firewalls on my vista toshiba after removing a scam Vista antivirus spyware download.. Cannot access any ports

Whenever I try to open a web browser, my disk defragmentation, ccleaner or anyother type of program that might help, I get the open with window that asks me to choose a program to use to open this file??

When I go to my windows firewall within the control panel.. I am told that the application is not found.
