Here you go:

Full Tower:

Case: Azza Hurrican 2000 - $139.99 ($30.00 MIR)
PSU: PC Power & Cooling Silencer MKII 950 - $149.99 ($20.00 MIR)
Motherboard: Asus P8B WS - $219.99
CPU: 3.2GHz Intel Xeon E3-1225 - $219.99
RAM: Kingston 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10600) ECC Unbuffered Server Memory - $69.99
HD: 1TB Seagate Barracuda ST 7200RPM - $109.99
Optical: Lite On Bulk DVD Burner - $17.99

Total: $925.89 - $50.00 MIR = $875.89

I didn't include a lot of storage as those needs vary greatly among servers. But the reasoning behind my choice of case is that the Azza allows for front-loading and hot-swapping of hard drives and you can add and remove drives easily.

If you want to go 4U, it will run a little bit more but keep the existing hardware and use this as your case:
