The CM EP+ 550W is not a good quality PSU: http://www.hardwaresecrets.com/article/Cooler-Master-eXtreme-Power-Plus-550-W-Power-Supply-Review/969/9
It can't deliver much more power than the Elite series. Of note is that the Elite series from CM doesn't include a 430W unit; there are a 400W and a 450W.

Are you in the US? If not, then list some sites that have PSUs you can get and we'll make recommendations based on that.

If I had to choose, Id choose the Elite 430.

and that it has cpu - cutout which is something I don't know.
Also more airflow.

Cooler Master USP 100 any day.

Roomier than 430, have cable management feature. Simply just consider it as HAF little brother.

The USP100 includes the CM Extreme Power Plus 550W PSU. The Elite 430 is a higher quality case than the USP100. I'd spend a few more dollars and get the HAF912 or an Antec One: http://www.newegg.com/Product/Product.aspx?Item=N82E16811129181
