Help - newb bought used computer and needs advise

I just received a computer I purchased through this website, here are the specs.

Intel Core i7 2600
Gigabyte GA-z68x-ud3h-b3
8GB DDR3 1333 RAM
Galaxy gtx 460
Corsair 600T Case
Corsair TX v2 750 watt Power Supply
Adata S510 120GB SSD

I started up the computer with the video going through the 460 and here's how it looked:

The parts that actually show the windows boot screen are where I have recently dragged my mouse

I then removed the 460, sent the video through the mobo, and there were green flockering dots all over the place, as you can see here:

Is this computer simply a dud, or is this the kind of problem that can be fixed?

try starting it up in safe mode and see if the problem persists. might just be an issue with the display driver. from there you should be able to do a system restore, and hopefully that will resolve the issue.

Did you install all the drivers that came on the cd with the system? It would appear to be a driver problem. So do what odoyle suggested and then repost.
